How to test applications on a device without the Apple Developer Program?

I set everything up according to the instructions from habrahabr.ru/post/243345
jailbreak 8.4 - yes, AppSync Unified - yes, Ccode last
At the application launch stage, a window appears in Xcode:
App installation failed
The application could not be verified.
Can anyone come across this?

As far as I know, on XCode 7 beta you can test applications without this developer program
