How to terminate absolutely all processes in Windows?

Good day, I would like all processes to be stopped except for the program itself, which will stop all processes: both system and antivirus.

Please advise how to implement this.

No way. Windows has a number of processes that cannot or cannot be terminated. It is almost impossible to stop antiviruses in general.
Do you need malware? Uncle Lieutenant is already on his way to you with a mug of tea and caramel in his cheek.

For "joke" it is enough to complete explorer.exe . This will remove the taskbar and desktop.
