How to tell the creator of a project on github something?

This is my first time using github, so I don't know much yet.
One good person made a garland, posted the source code on github. I made an application to control this very garland, created a repository with it on github. How do I inform the creator of the first project about this?

1) Write to him by mail, which can be found from any commit.
2) Create an issue in his repository, describe your proposal there. But it's public.
