How to switch to a running program in XFCE using a hotkey?

Good day.
How to set a hotkey in XFCE (Ubuntu Linux) to switch to a running program by a fixed hotkey?
For example,
win + 1 - switch to program 1
win + 2 - switch to program 2,
etc.
If it doesn't work, then run the program and switch to it.
Works similarly out of the box in Unity de
I need to do it in XFCE. If done through Keyboard-Application Shortcuts, a new program window is launched. I need to switch to an existing, working program.

In principle, it can be done using wmctrl
Only the hotkey will open or switch to a specific program, such as Firefox
where Firefox is a window title fragment.
