But the sound periodically slows down.

Yes, it works quite acceptable with the above program.
I found how to explain the slowdown of the sound: the ping from the windows laptop to the linux server (and in general) is unstable, then 0-1 ms, then it reaches 100 ms. I sin on the wi-fi adapter of the laptop.
