What is the best way to store content for users in UTF-8
or like this:

What are the pluses and minuses of this?
PS more and more often I meet the second option, why I don’t know, help with the answer

Store everything in UTF-8, this is quite normal practice. Each character in this encoding occupies two bytes. Storing through your second option is at least more wasteful in terms of data volumes.
