How to store personal data of users without written consent?

Good afternoon! I've been working on this project for about 10 days now. This is an electronic diary project. The bottom line is that you log in to the bot in the telegram, and if new ratings appear on the site, it sends them to you.
How to be? After all, without a database, a login password is in no way ((( A checkmark is suitable for this, if so, what kind?
More precisely, for unauthorized access

And it downloads a file that contains the grades of the student's name, surname and educational institution. To check for new grades

The question is rather where it pumps from, and on what basis.
Consent from the user to the storage / processing / transfer of personal data (a login / password pair does not apply to such) must be taken if you receive them from the user.
If you receive personal data from a public source, then this is a headache for the one who posted this data there (in the public domain)
PS Maxim Chernyatevich The law regulates the opposite, store not on Russian servers - bobo!

I suggest importing not the entire file, but only a part.
It will NOT be a problem right off the bat if the file contains only the full name + grade items.
Add the school number or teacher's name - already ayyyyy.
It is possible to import still without full name at all. Binding by phone number, and in the file only the subject-assessment
