How to store constructed documents?

We write a designer of legal documents. How do we organize the storage of documents? Documents can contain:
Variables . These are the pieces selected in the text of the document (there may be several of them in the text), if you change the variable in one place, the value of the variable naturally changes everywhere. Variables are created for convenience, so that the user does not have to copy a lot.
Articles . Every document has articles, sub-articles, etc.

The user works in a js web editor similar to Word. Then when it saves the doc, the HTML code is sent to the server and stored in the database like this:
