How to start web development?

Good day, dear web developers! About a year and a half ago I was actively engaged in web development, later I abandoned it. Now it has come flooding back, I want to make a website-portfolio-resume-business card. When I sat down at the PC, I realized that I remember almost nothing from the previously studied. Started learning all over again. I downloaded books, opened resources, took my book on web development - I began to remember. After a week of torment and thoughts in my head that: "Yes, I know all this, well, what is it to repeat?" I threw away everything I dug up. I started looking for other sources for more advanced typesetters. Again, a week of torment and thought: "No, it's too difficult, you need something simpler." As a result, such a cycle from easy to sharply difficult completely confused me. I no longer know what to study and how. Can't find good books, websites, etc.5b9ea32429ad4260532845.jpeg. To the point - please rate my layout and suggest books that I can use to achieve what I want. I just need a push in the right direction so that I know for sure that by reading these books cover to cover or studying these sites from beginning to end, I could make my site. Just reading a book won't do the trick. You can read at least 5, at least 10 books. Until you start writing code, nothing will come of it. And these are not puzzles from a book, but a real project (in this case, a business card site).
Verified by personal experience. In the same way, I tried to learn from books. For 2 months I read a book on C #, going through each topic from cover to cover, without missing a single sentence from the author and stupidly rewriting the code from the book. But it was worth taking a break for a week, so everything immediately flew out of my head. You start reading the book again and then the same problem arises. It seems that I forgot the topic, but on the other hand, you remember something, and reading the book becomes boring, and all these examples from the book are no longer so interesting.
Therefore, the book is best used as a reference. They forgot something or don’t know, looked into it, or google it.
I do not see anything complicated in terms of layout in your layout. If I understand correctly, then just a lot of divs that go one after another and have your images in the background, and a couple of buttons.
