First, do a market analysis, find competitors, describe the advantage of your service over others.
Assess the audience of the project, consider monetization mechanisms, etc.
Then go look for investors. Then you rent an office with the money of investors, pay the salary and everything is as usual.
If you find a psycho-enthusiast who will work for an idea, most likely you will not have a good project or it will be developed for so long (a psycho enthusiast will need something, which means he will have a main place of work, and he will be your project engage in evenings and weekends), which by the time of launch will already become irrelevant.
