How to start selling on the App Store?

You definitely don’t need an IP, there the paperwork will be very complicated, because Apple Vai is not going to issue any papers.
It is possible (necessary) to open an account in some thread of a loyal bank, for example, in Raiffeisan, and make sure that a one-time transfer is no more than 5k.

If more or less serious sales are planned, it is better to issue an IP. Now the currency control of many banks accepts both the Apple offer and printouts of reports from iTunes Connect.
