How to start making a website for an organization based on a given idea if you have no experience?

Friends, I have experience in HTML and CSS layout. In design, I am zero, but I think that I have some kind of taste. A situation has arisen in which I can develop my skills, i.e. I was asked to work for one campaign, namely to create a design for them and make up a website.
The question is: where to start this process if there is already an idea and its poor implementation (old site)? Where to read about the process of design development for websites (where to start, plan, stages, methods, etc.)?
Well, you get the point. I want to learn and not embarrass myself.

Yes, everything is really simple. Look at the websites of other companies and do the same for yourself.
1. About Usability General Concepts Web Design: Steve Krug's Book or "Don't Make Me Think!" (yes, it's old)
2. Kirsanov, Web design (yes, it's old too)
3. html/css - either use a framework, or see how it's done, for example, in bootstrap
4. Immediately take care of the issue of adaptability, because the approach : well, at least for now I would do it in a simple way - incorrect
And so, your question is too general, you break it down into stages and start with a search. Do not reinvent the wheel, often ask yourself the question - why do they do this on sites, and not the question - why is my version worse.

When I need to make a design, and I'm not a designer, I go to popular template sites and look for a template that I like more, with which I can work, and taking it as a basis, I make my modified design, as a result, it can be very different from the initial version, but it's easier, for me at least

It can be done on a framework or CMS with ready-made themes to minimally interfere with the design.
In general, if artistic abilities have been at a low level all my life - hire a designer.

I'll be honest. It will be very difficult for you to develop a website due to lack of knowledge. I had the same situation a few years ago. I created a couple of sites and one day I received an order for design and layout.
I pored over the project for several days, I was unrealistically tired and in the end my project was not accepted =) survey, and on the basis of it to draw up a TOR. The www.tzgen.ru/ service will help with this. Then, based on TK, create a website prototype i.e. site map in draft form. Use https://cacoo.com/diagrams/.Then, when you work out the prototype, based on it, design the site in Photoshop, add colors, select the font and other embellishments. Then cut the pictures from the layout, place them in the images folder inside the folder with the site on the computer, layout the site and give it to the customer. Here's a brief overview of how to work on a project.
And for the future - take the Netology course "Internet project manager". There you will be given theoretical and some practical knowledge about creating a site, and also take a layout course at HTML Academy

1- If by yourself - take a CMS for them before and more ready-made and changeable templates.
2- If you earn a little and do not strain, then entrust the work to a trusted freelancer, and take the difference in the amount for yourself.

Find a theme site you like and make yours look like it. First, decide on a CMS and a template. Templates are already available.

There is, of course, another way: after all, if not in Photoshop, then at least make a layout with colored markers on a landscape sheet. Quite a start.
