How to start learning neural interfaces?

Hello everyone, I have long been interested in the topic of immersing a person's consciousness in a computer, as in the book "Neuromancer" or the film "The Matrix". I've been wondering about this for a long time and can't seem to find any information. I am a beginner and therefore I would like to know where to start, what direction should I study? Is there any literature on this subject? Or maybe courses where they talk about this direction? I am also very interested in whether there are institutes in Russia where you can enter this direction?
