IMHO, the official site is more than enough to "get started". The passage of the Language Tour and Library Tour will already thoroughly introduce you to Dart. There is also a description of the necessary tools for working with Dart, as well as the official style guide . This should be enough to "sit down and start coding". If this is not enough, then there are also links to articles and books for a more thorough study. Well, all this is seasoned with code examples . Say what you like, but Dart's dock is excellent!
Regarding "in Russian" - alas, I do not know.
