How to start developing a bulletin board?

Advise on where to start developing a bulletin board (Ruby on Rails) and what you should pay attention to.
You need:
1) Minimalism in the frontend
2) Ability to add images to the ad
3) Registration (authorization of users)
4) Notification by sms and email

The bulletin board differs little from the same forum, blog and similar things. The only difference is in the views. YouTube has lessons on creating various forums, blogs, analogues of various sites.
