I understood the following for myself:
1) I want exactly an online store, the goods will probably be built materials (there is someone to take from)
2) I have a delivery car (a working gazelle :-)))

It does not matter with whom you will work and who will do all this for you.
It is important to follow some rules of the "game" so that if you do not save money, then at least understand what you are paying for.
I will write in detail the points for creating a site, namely a working site, and not for show:
For each item, you can google for yourself and get an exhaustive answer. Do not be too lazy to do this, your budget and nerves depend on it.
I also want to add that the finished prototype (point number 1) is the technical specification for your site, only after the prototype is available, a normal developer or company will be able to tell you the final cost. Everything else is naedalovo and scam and pumping money.

Based on experience, and I worked with a person like you (building materials and stuff like that), then OpenCart is best for you. This simple CMS at the same time with powerful functionality. It eats relatively few resources and is easily finished to fit your needs. And everything else, especially WP, is some kind of nonsense.
