Faced the following problem. I can't find a job in IS. All require experience. I graduated from the university this year with a red diploma, I live in Moscow.

Education in what specialty?
In information security, in general, there are different options - on the one hand, the technical part (vulnerabilities, protection, etc.), on the other - all sorts of documents. In connection with the requirements of the law, employers massively want just workers with a lot of training, which is why I asked about the specialty. You need (I don’t remember exactly) something like over 1200 hours of training, and de jure skills may be missing.

Submit your resume to the FSB or FSTEC.
There is always work there, if not in the central departments, then in the regional ones you will certainly be offered a vacancy in accordance with your knowledge, there are not so many competent information security specialists in Russia, but beginners are ideal material for education and training for themselves.
Work will give confidence in the future, prospects for professional growth. With the knowledge and experience gained in such work, you can easily find a job in a commercial organization.
