How to split page 2 and others in half?

I have a pdf . Can I split the page in half? in adobe pdf? And it turns out wide and not convenient to look at.

I sent a script to my wife, who reads the layout, that cuts A3 into A4 for output to a printer, from these lines:

/usr/bin/pdfjam --trim '0mm 200mm 0mm 10mm' --papersize '{297mm,210mm}' --clip true --fitpaper true --outfile "$TEMPDIR/top1.pdf" -- "${FILENAME}.pdf" '1'

But under Windows pdfjam you need to painstakingly collect, there is no ready-made one. If there is a server on Line, it will be easier.
