How to split console into 2 areas?

I am writing a small tcp server, I want to file a field in the console where you can enter commands. Simply put, the buffer text will be limited to 1-2 lines from the bottom. Explained, probably difficult, so I will give a picture. (Bottom 2 lines will never overlap with text on top, and the bottom scroll text position is above those lines)
