How to speed up web development on Windows (Gulp, PHP, Ruby) on NTFS?

Compared the speed of server platforms and front-end tools on Win and Linux. In terms of the speed of the web server, npm, gulp, ruby, php, Linux wins by a huge margin. So far, no one has come up with a platform for developing on Windows, something like an integrated Linux + Ext4 system with reading / writing in Windows. Why does everyone ignore such an obvious detrimental factor as the low speed of the file system in Windows?
There are options how you can speed up the windows?
SSD, Corei7, 16Gb do not offer, already there.

Use a VPS with Linux, or accelerate not due to the speed of the hardware, but due to the speed of development.

Don't run on Windows.
It's not about the file system.
The fact is that nix software traditionally uses the launch of processes for every sneeze.
On nix, this is a cheap operation.
That's all the software and sharpened to do elementary things through the launch of scripts, and in Windows it should be done through API calls.
Microsoft and Ubuntu - have come up with for several months now.
Try it, maybe it will solve your problem.
There's really not a file system (I think it's not the problem).
And utilities, API - IMHO, there was a plug in them.
