I tried to upload files to a Yandex disk using cURL or Cadaver - more than 200 kilobytes / s does not rise, but if I download from a disk - the speed is about 2 mb / s.

Do you have internet via ADSL? ( en.wikipedia.org/wiki/ADSL )
If so, then the reason is asymmetry.
For example, the common Annex M has incoming (those downloads) up to 24 Mbps, but outgoing (those uploading to the server in your case) 3.5 Mbps.
Naturally figures for ideal conditions.
In reality, speeds are usually lower.
