Do you have internet via ADSL? ( en.wikipedia.org/wiki/ADSL )
If so, then the reason is asymmetry.
For example, the common Annex M has incoming (those downloads) up to 24 Mbps, but outgoing (those uploading to the server in your case) 3.5 Mbps.
Naturally figures for ideal conditions.
In reality, speeds are usually lower.
