The checkout process takes 50 seconds. If you make another one, it is issued in 3-5 seconds.

Hello, that fact is very interesting. What did you describe the operation of the cache. Although when placing an order, there is little that can be cached. Turn on debug mode and check the number of requests in two options. Perhaps this is a cache, then you need to configure the components. If possible, try updating Bitrix to version 17, just do it not on the main site, but on its backup. Maybe that will solve the problem too.
