what other options are there except:
- upgrade hardware
- prescribe deamon, parallel
if there are only 2 options above, then what is better more RAM or ssd?
Do I need to add as to antivirus exclusions?

Most likely, the CPU is better, and if it's already good, then look at what the load is.
Eclipse, and something else can be "taken out" on a VPS, but if you work with a desktop, and use VNC, and not RDP (standard Windows remote desktop), then you need a fast Internet channel.
