How to speed up a laptop with a minimum budget?

Good evening.

It is necessary to speed up as much as possible a laptop ( HP 15-da0256ur ), mainly booting and running the system (Win10) with a minimum budget (~$40).

The laptop is not used for resource intensive work like PS, Illustrator, Premiere, Sony Vegas, or 3D modeling, rendering etc. Mainly - office work in MS Office and a browser (simultaneously) and watching heavy movies.

  2. I myself tend to choose between SSD (128Gb, ​​M.2, PCIe 3.0) or RAM (8Gb, DDR4). Considering that hardware is not my topic, I understand that setting such a choice may be essentially incorrect. If nevertheless correct, then which is better to choose from these options;
  3. The laptop has 2133Mhz RAM installed. Unfortunately, we could not find information about whether the laptop supports a frequency higher than the specified one. (In case it does not support, I understand that a RAM with a higher frequency will work at the specified one, and therefore there is no point in installing it.) In this regard, this question is also open.
