How to specify a new archive folder name when extracting in Linux?

You need to pack a folder with subfolders and files
Example /root/work
Pack completely work, it contains files and subfolders with files
Then unpack into a NON-EXISTENT FOLDER, i.e. create it during unpacking, for example, the WORK folder already needs to be unpacked into the WORK2 folder with all the contents , what commands to archive? zip, tar doesn't matter, I work on Centos and Debian

Only 3 steps

  1. Archive files in the desired folder, not the folder itself
  2. Create the desired folder
  3. Unpack the archive into the created folder
