How to solve You need to have Ruby and Sass installed?

I just can't get rid of this error:

I downloaded and installed Ruby (before installing I added a checkmark to “Add Ruby executables to your PATH”), I did "gem install sass" - it doesn't work

Please explain what I'm doing wrong.

Replace Ruby Sass with libsass:
https://www.npmjs.com/package/grunt-sass
