How to solve the problem with VS2013?

When you start debugging an application in vs13 under Wp8.1, a window appears with the developer data entry, after which the error pops up "We were unable to obtain your Windows 8.1 developer license. Error 0x801901F6. Invalid gateway (502)." I run all this on a working computer, which is located in the domain.
Can you tell me how to get around this?
