How to solve the problem with updating software in Ubuntu?

Hey!
So, it costs Ubuntu 12.04, it is supported right up to 2017, but here's the problem - the programs are not updated. More precisely updated, but not to the latest version.
sudo apt-get update && sudo apt-get upgrade
leads to the fact that, as it were, everything is updated, but to versions of 2011.

Could there be a problem in the repositories?

And they won't. The version is stable, vulnerabilities will be fixed. If you need new software - go to 14.04
