How to solve the problem with the disappearance of the site menu from the wordpress admin panel?

Hello. This problem happened after the last update of WORDPRESS.
In the admin panel: appearance/menu - the site menu is gone and the "manage areas" tab is gone. The created menus are not displayed at all. I created a new menu for the test, it was created but it is not displayed in the admin panel, it appeared on the site itself, instead of what I assigned earlier.
I wanted to see the menu, which are, but it displays an empty array. The strangest thing is that the admin panel displays the number of menus created by the WPML plugin. ibb.co/y8QF1ff Tried disabling plugins but nothing worked. Help me please!

The problem was solved on another forum, maybe it will be useful to someone. My site is running in multisite mode and the Category Order and Taxonomy Terms Order
plugin for the web has been activated. It must be activated for each site separately.
