Recently I noticed such a thing in the browser that if you do not work in it for a while, then it happens that sites stop loading (just endless loading). What are the tabs that were open, what are the new ones. Only restart helps. And then! After the browser opens only the second time, but it already works properly for the time being, for the time being.
I also noticed such a thing ... there is one site that stopped opening in Opera, they advised me to clear the cache. Cleaned up. Did not help. But it works fine in other browsers.

More tips: check if VPN or similar extensions are enabled. Ad blocking is built-in and (or) optional.

VPN often blocks the entrance if it connects to some forbidden IP address. It often happened to me, restarting the browser helps, just turn off the VPN before shutting down
