How to solve the problem with Google Chrome?

I have the latest version of Google Chrome installed, I have been sitting with a problem for more than six months.
Now I’ll try to explain in an accessible way ... The problem is that the Internet seems to disappear for a while: 10 seconds there is an Internet, 10 seconds is not (10 seconds is a conditional time, and this happens randomly). If I try to load a page at a time when, as it were, it doesn’t exist, then it displays the following message (of course, it doesn’t immediately show up, it takes a long time to load):
“The web page is not available
. Google Chrome failed to load the web page due to waiting too long for a response from site.com. The site is unavailable or there is no internet connection."

In addition to Chrome, I have other browsers and this does not happen with them. And in general, I don’t have any special problems with the Internet.
If I download a streaming video or download something, then these jumps do not stop, but the pages load just as badly.
What actions did I take:
-reinstalled the browser
-checked the Internet connection

If I were you, I would look at the DNS settings for the browser and proxy. The problem is more similar to the fact that resolving falls off, and not to the jambs themselves with the browser.

Shift + ctrl + O and in the bookmarks window that appears, click, "sorry" I have the English version of Organize-Export Bookmarks. I think in the Russian version there is an analogy.

Once there were similar problems, though on the dev version. Deleting profiles and settings in \AppData\Local\Google\Chrome\ helped
