How to solve the problem with duplicate bookmarks during synchronization?

Device A, bookmark directory A - logged in.
Device B, bookmarks directory B - log in and synchronize.
Total: on both devices there are A + B bookmarks.
That is: successfully worked on a laptop, home stationary and work PC. The laptop was out of order for about a month. During this time, the architecture of folders in bookmarks has changed, most of the bookmarks have been removed. When synchronizing the laptop, I received the current catalog, plus, all the old folders and bookmarks from the laptop, on all devices, of course.

I used an extension called Google Stars for this - now for some reason it is not in the web store. You can download all bookmarks to a file. Then delete them all in your account. Deduplicate with handles or scripts in a file and load import.
