How to solve the problem with downloading through Composer on OpenServer?

I can't download or update anything through Composer installed in the package with OpenServer.
On any attempt to download, it gives an error:

[Composer\Downloader\TransportException]
  The "https://asset-packagist.org/packages.json" file could not be downloaded: failed to open stream: ╟ряЁюё эр юЄяЁртъє шыш яюыєўхэшх фрээ√ї  (when sending on a datagram socket using a sendto cal  l) no address was supplied.

In the firewall settings of KIS 19.0, access to the OpenServer network and Composer.bat is allowed

The problem still turned out to be in Kaspersky 19.
In the main composer.bat list in Trusted.
I had to add it additionally to
Settings - Advanced - Threats and exclusions - Specify trusted programs - composer.bat - Do not inherit parent process (program) restrictions
