How to solve the problem when uploading an application to the App Store: "The selected teams agent 'xxx xxx' must agree to the latest Programm License Agreement"?

При попытке выгрузки приложения в Apple App Store получаю ошибку "The selected teams agent 'xxx xxx' must agree to the latest Programm License Agreement in their development account"
соответственно после перехода в membercenter не вижу где можно принять это соглашение.
такая ситуация уже несколько месяцев. в поддержке эппла молчат.
Как решить эту проблему?

So I didn’t accept it, and it doesn’t matter if it’s free or not
