In the topic on the first link below, I gave a detailed answer to the problem. It says that you need to check the file https://packagecontrol.io/channel_v3.json and not the one you specified, it is for older versions, for ST3 this one.
Also, the site is being shamanized there now, therefore there may be time lags, the problem of a temporary solution was also indicated there.

At the very least, you can reinstall Sublime to the latest version without doing anything from the "hacks" of the post above / I was a little dumb with the old version.
