How to solve the problem in the search results?

Hi all.
There is a site, there are certain search queries for which the site has always been the first (the site is more than 15 years old), a major upgrade has recently taken place. After that, for some important requests, Yandex gives the sur.ly site a page with the same title as mine, with the same meta description as mine. But it's not my site that gives out, but the left sur.ly with a bunch of ads. You
go to this site - and there inside my site is embedded in a frame. I decided to defeat this by limiting the ability to build my site in frames, but now when you go to this left site, instead of a frame, there is a button - your site will open soon and a timer for 15 seconds. This site needs to be removed.
Help with advice, how to overcome?
