How to solve the problem in lunux?

Computer: AMD64 Athlon II X4.
The video card is built into the motherboard.
Whichever Linux I install, such glitches periodically occur.

AMD video? That's the whole point. Try a proprietary driver if it was open before and vice versa.

What about other OS's? Or only on gnu / linux so?

What's the video card? Once built-in, did you check the RAM? CPU temperature, northbridge/southbridge?
- Turn on the text boot mode in grub
- Install / demolish / change drivers for video cards
- With this start, go to the console (crtl-alt-F5 - for example), x.log, dmesg - here
- Install a separate video card
