How to solve the problem and promote the site to the top?

Hello.
There is a company that deals with security and video surveillance systems and this company has a catalog website. The domain is 5 years old, the previous versions of the site were absolutely dead and terribly indexed. A month ago, a new site was launched with sections, filtering, prices, a shopping cart and sending a request to the manager.
For low-frequency queries (like a camera model or device), the site pages are in the top, in the worst case, on 2-3 pages. But for mid-high-frequency general requests (like "surveillance cameras", "ip cameras"), the company's website does not even smell. The competition is high. I compiled a small "demand map" (about 50-60 keywords) mainly with general high-frequency queries, as in the example above, and decided to promote the site and its pages by purchasing temporary links and behavioral factors through this service , but a familiar seo specialist said not to use using this method, because I will get a ban and the site will no longer be indexed at all. Moreover, as he said, the site will stop being indexed without warning and it will be very difficult to get out of the ban.
Actually questions:
how good is this service and can it be used for my purposes? Are there better alternatives?;
Is it possible to get banned for buying links? Is it possible to use the link buying method at all?;
if the ban for the purchase is true, then it will really happen without warning?;
If it is still not desirable to buy, then what to do? How to appear in the top for general queries? The field is narrow and the competition is high.

Comrade Puma, please do not mislead people.
Already according to the internal documents of Yandex for 2013 (who needs it - I will provide it in the PM), the reference factor was not the main one.
Now, there are 3 main factors. And I will arrange them in order of importance:
1. Content
2. Behavioral factors (associated with point 1 and usability)
3. Reference (about 15-20% of influence)
There are also plenty of other factors, but their value is usually lower than the above.
I experimented with boosting the PF, the same web effector (although it’s better to use Userator in my opinion) and displayed low and medium competitive requests in the TOP 10 (I didn’t work with HF).
As a rule, it takes from 1 to 2 months. Further, if the request is not supported, within about a quarter it falls.
Answering the question of Comrade Ruslan, you need to:
1. Completely work out all possible queries (compose comprehensive semantics)
2. Create a mind map of links between sections and pages
3. Prepare a content plan (for each article there should be a set of "related" queries, a description topics, subtopics, comments, how you need to write texts, the required volume of each material)
4. Draw up terms of reference for texts (how to present information to your audience, how to use pictures / tables / videos, key phrases, etc.)
5. Order texts from a copywriter, control everything and put it on the site. Relink.
I will dwell a little on point 3 (content plan) and reveal some of the nuances:
1. "related requests". Let's say you have 2 requests "ip cameras" and "surveillance cameras". You plan to make a page tailored for them. But in order to be sure that both of these requests will potentially get into the TOP 10 (Yandex), you need to check their "relatedness". To do this, we enter each of the queries in turn into the search and look for a page that is in the TOP for both of these queries. Thus, Yandex will tell us that requests can be used within one page and there should be no problems with promotion.
2. Key words and volume of text.
Go to advego.ru/text/seo
In order to identify the required amount of text for the current article, you need to look at the average amount of text from top competitors (we take texts from the "body" of the pages and put them in advego, divide by the number of texts). And then, taking this figure, make a range from -1000 from X (where X is the average volume of characters of competitors) to +3000 from X. (Approximately, if the initial texts are very small, then you can neglect this rule)
And so we write it down content plan.
Those. a copywriter should not be rigidly driven into some kind of framework. Texts should be as informative and useful as possible.
And the reference words in my context are a list of the most used words-terms in the texts for this topic. According to them, Yandex determines whether the text belongs to the topic and allows you to make the material more saturated.
After you make or rework the current texts, they will be indexed, the positions will change, you can try to work with the reference, relinking, carefully wrapping the PF, etc.
This is not all in the matter of optimization and promotion of sites. But with the same low and medium-competitive requests, it will be enough.
