How to solve problems with Cyrillic in Owncloud?

Good afternoon everyone!
The problem is this.
Costs Windows Server 2008, costs IIS7. I asked myself to make a cloud based on Owncloud 5.0.3. I
installed everything, set everything up, but here's the problem.
When creating a folder through the web interface with Russian letters, a bug occurs. The folder is created, it is displayed normally in the web interface. But if you go to the server, then there will be no Russian letters.
Those. if the dad is called "Folder123", then on the server it will be displayed as "123" I
covered all the encoding, set cp1251 and utf8 for the site. There is no result.
Who faced such problem?

I don't have windows, but I ran into the same problem installing turnkey ownclowd in an openvz container.
The names of Russian files and folders were cut off, displayed incorrectly on the web, and it was not possible to download these files (links are not created correctly).
Rebuilt the locale (apt-get install locales && dpkg-reconfigure locales). Added en_US.UTF-8 and ru_RU.UTF-8. By default set en_US.UTF-8 (not Russian!). After that everything worked.
ps Look also, in what encoding you have created tables in mysql.
