How to solve problems with converting pyqt5 files?

When trying to convert a pyqt5 GUI file to a python file using a bat file, an error occurs - pyuic5 is not a module or command, although I know for sure that it is installed with pyqt. On the other account, everything worked as it should, but I don’t know what dances with a tambourine I did there. And here it seems to have installed everything according to the rules, but nothing wants to work. What are the options to, if not fix, then convert differently. I tried reinstalling pyqt, no change.
