How to solve phpstorm64.exe.vmoptions access denied?

I want to change the phpstorm settings, but for some reason a notification about access denied is displayed. When you open the file, there is no open as administrator. What do i do?

The file itself is inside the editor: open the editor, Help - Edit Custom VM Options, and no administrators are needed.
