How to solve photo display issue in Photoshop CC?

There is an image 1905x1253, completely blurred.
The original picture I downloaded weighed 178kb JPG, it looks great in the preview in any programs, but if you edit it in PS, a lot of different squares appear on the photo, like a terrible image quality.
I saved this picture in Paint and got 252 kb JPG
. I saved it again in PS and saved 1.18 mb PNG.
All three show up great in previews, even in Paint.
All three display horribly in PS.

Apparently a bug in the SS, opened in CS6 everything is ok.
