How to solve ionic android:net ERR CONNECTION REFUSED problem?

Hello!
When trying to run and build an empty application using ionic cordova run android , an error appears on the device: " net::ERR_CONNECTION_REFUSED ( localhost:8080/) ".
I searched the Internet for articles on this subject, but did not find a solution to the problem.
I am using Nexus 7 2012, 4.4.4 Android, 17 API for testing.
The launch is done using only the ionic cordova run android command .
When trying ionic cordova build android and then installing the .apk file, the problem persists.

I also encountered such a problem, tk. In the instructions they build it seems only for their own application. I wanted to build a regular .apk, but when I ran it on the device, I got this error. Solved the build problem with the ionic cordova build android --prod --release command
