How to solve encoding problem in LibreOffice?

There is a pdf file that was made in latex. Now it needs to be converted to doc (while retaining all the design). When converting in online services, the encoding breaks. ctrl+c ctrl+v also breaks.
Even when I open it in chrome and just select it, the encoding is already broken.

By googling, I found out that the document uses iso-8859-1 encoding. How to fix it with libreoffice?

and if the browser encoding is changed at the time of copying?
if there is no illustrator or other vector editor, you can download the trail
https://affinity.serif.com/en-gb/signup/trial/designer/
pdf should open there for editing - from there you can copy all the text and diagrams most likely too
