How to solve crooked encoding problem in PostgreSQL for Laravel?

making a dump in pgAdmin 4, I encounter crooked characters.
Tried to save in UTF-8 and 1251, all the same curves.

pgAdmin displays the following data:

ENCODING = 'UTF8'
    LC_COLLATE = 'Russian_Russia.1251'
    LC_CTYPE = 'Russian_Russia.1251'
