In general, no way.
If you really need to, then stomp to the miners (pools) and ask them, it’s more profitable for them to ask you for a lower price for guaranteeing that your transaction will be with them (in the usual case, pools compete for your commission), while you will certainly wait when the pool will solve the block, not immediately.
As far as I know, everything works at the 'as you agree' level, but there is no ready-made service with the same conditions for everyone.
