How to signal the required MVC++ when starting the program?

How can I make a message about the absence of the required Microsoft Visual C ++ package for the program to appear when the program starts, instead of messages about missing DLLs?
How to implement this, if without the necessary MVC ++ the program just can't start?

In the properties, on the "Publication" tab, there is a button with the settings of the necessary components.
Mark the required components in the list and select where the missing package will be loaded from.
