How to share desktop files in Windows 7?

There is a computer on Win7 with open shared access to the desktop folder over the network. However, new files saved (downloaded via Firefox) to the desktop are not available for copying and using over the network, and a padlock icon appears on their shortcut. How can I make all new files downloaded to the desktop immediately available?
