How to setup ssh connection?

Good afternoon!
There is a very weak vps used to keep the server for the messenger.
There is a powerful computer (gray ip) on it, a web server is allowed on port 3003.
How to forward an ssh tunnel so that the webserver becomes available on the internet
pc:3003->server->internet:3003
