Perhaps the installer is booting in legacy bios mode instead of efi mode? It seems that is when this partition is recognized by the installer as vfat.
You need to select the BIOS boot menu and the desired device (for example, a cd-rom drive with ubuntu) should be listed there in two copies, only the prefix will differ. You need to select the one whose prefix will be "UEFI:"
